Division of Regulatory Affairs - Leon D. Baker, Jr.

Leon Baker is the Director of Regulatory Affairs at the Virginia Department of Criminal Justice Services. In this position, he is responsible for the oversight and administration of Certification, Compliance, Licensure and Registration as well as the Regulatory Center.
Before joining state service he served eleven years as the General Manager of a Private Security Services Business where he managed over 500 employees operating in five states. Prior to that, Mr. Baker accepted a teaching position at Western Albemarle High School in Charlottesville, Virginia, where he taught Health and Physical Education and coached Basketball, Baseball, and Track.
Mr. Baker has a degree from Virginia State University in Petersburg, Virginia. He has served on many different boards during his 18 years of service at DCJS. He is a former member of the Private Security Services Advisory Board (PSSAB) and a past President of the International Association of Security and Investigative Regulators (IASIR). In 2000, he became the first honoree in five years to receive the National Burglar and Fire Alarm Association's President's Award. Mr. Baker is also a former member of the Installation Quality (IQ) Board.
